Lace pattern in rounds:
Number of stitches multiple of 5
Round 1: *yo, k2tog tbl, k1, k2tog, yo - rep from *
Rounds 2 and 4 knit
Round 3: *k1, yo, k3 tog tbl, yo, k1 - rep from *
Repeat rounds 1-4

The selvedge/edge stitches are worked as follows: slip the first st and purl the last st.

To wrap and turn in the short rows: With yarn in front sl 1 stitch to the right needle.
Move yarn between the needles to the back. Slip the stitch back to the left needle.
Turn the work and bring the yarn back to the wrong side between the needles

Raglan increases:

All increases are done on the wrong side as follows:
Work until 1 stitch remains before marker: yo, p 1, slip the marker, p 1, yo (= 2 sts increase). There are 4 raglan lines, hence 4 stitch markers, so there are 8 stitch increases in each wrong side row. Next row (RS) knit yos.
The sleeves are worked on dpn, shaped with short rows.

Dress

The dress is worked top-down back-and-forth, then in-the-round. The bodice has a princess style waist. The puffed sleeves have a raglan line.
The button band is crocheted with the yarn of the cast-on tail.

Cast on 52 sts and leave a tail about 2 yards (coil it so it's not in your way). These 52 stitches include: 1 selvege - 5 right back - 2 raglan (place the first marker between these 2 sts) - 10 right sleeve - 2 raglan (place the second marker between these 2 sts) - 12 front - 2 raglan (place the third marker between these 2 sts) - 10 left sleeve - 2 raglan (place the forth marker between these 2 sts) - 5 left back - 1 selvege.

Row 1 (RS): slip 1 (selvege), knit 50, p 1 (selvege) Do not remove markers, slip them while working!

Row 2 (WS) and all even, wrong side, rows: sl 1 (selvege), purl to the last st before the first marker, yo, p 1, slip marker, p 1 (first raglan line), yo, purl all sts to the last st before the second marker, yo, p 1, slip marker, p1 (second raglan line), yo, purl all sts to the last st before the third marker, yo, p 1, slip marker, p 1 (third raglan line), yo, purl all sts to the last st before the forth marker, yo, p 1, slip marker, p1 (forth raglan line), purl all remaining sts. Thus the number of stitches increases by 8 in each even (WS) row.

Row 3 (RS): slip 1 (selvege), knit all sts , including yarn overs (yo), to the last st, p 1(selvege).

Work as established (repeat rows 2-3) 16 rows. After row 16, the number of stitches is 116. These 116 sts include: 1 selvege - 13 right back - 2 raglan - 26 right sleeve - 2 raglan - 28 front - 2 raglan - 26 left sleeve - 2 raglan - 13 left back - 1 selvege.

In row 17 we'll start to shape puffed sleeves.
Row 17: sl 1 (selvege), k 13 (right back) - k 1, slip marker, k1 (raglan) - right sleeve: knit the yo, kfr&b the next 24 sts (=48sts) , knit the yo, - k 1, slip marker, k1 (raglan) - k 28 (front) - k 1, slip marker, k1 (ragan) - left sleeve: knit the yo, kfr&b the next 24 sts (=48 sts) , knit the yo - k 1, slip marker, k1 ( raglan), k 13 (left back) , p1 (selvege).

In row 18 and all even rows: purl, make yo increases at the back and front only, do not increase at the sleeves, thus you increase the number of sts by 4 in each even row. The number of sts in sleeves remains the same = 50 sts.

Row 18 (WS): sl 1 (selvege), p 13, yo (right back), p 1, slip marker, p 1 (raglan), p 50 (right sleeve), p 1, slip marker, p 1 (raglan), yo, p 28, yo (front), p 1, slip marker, p 1 (raglan), p 50 (left sleeve), p 1, slip marker, p1 (raglan), yo, p 13 (left back), p 1 (selvege). (=168 sts)

Row 19 (RS) and all odd (RS) rows knit.
Work 5 more rows making 4 stitch increases in WS rows. After row 24 you'll have 180 sts.

Divide for Sleeves and Bodice:

Row 25 (RS): sl 1, knit 19, remove the marker, transfer the next 50 sts of the sleeve to a length of waste yarn, remove the next marker, co 3 sts, k 40, remove the next marker, transfer the next 50 sts to a length of waste yarn, remove the last marker, co 3 sts, knit 19 sts, p 1.

Bodice:

Row 26 (WS): sl 1, purl the rest = 86 sts.
Work rows 27-30 in stockinette: rows 27 and 29: knit; rows 28 and 30: purl.
Row 31 (RS, decrease underarm sts): sl 1, k19, psso, k40, psso, k 19, p1 = 82 sts
Work rows 32-35 as established - RS rows knit, WS rows purl.
Row 36 (WS, increase row): sl 1, p 40, m 1, p 41 = 83 sts.
Row 37 (RS): knit, place a marker before the 42nd st.
Row 38 and all WS rows purl.
In the RS rows 39, 41, 43, 45 make 1 st before and 1 st after the marked stitch: sl1, knit till marker, m1, sm, k1, m1, knit to the last st, p1, You increase by 2 sts in each of these rows. In row 46 you'll have 91 sts. Remove the marker.
Row 47(increase sts for skirt) : sl 1, kfr&b across to the last st, p1 = 180 sts (1+89x2+1=180)

Row 48: sl 1, purl to the end of the row.

Row 49: *knit 5, p1 - rep from * across the row, join and continue to work in rounds, mark the beginning of the round.

I am working on the short rows on the sleeves. I have tried many times but after purling back 45 stitches w/t and knitting 50 stitches, I cannot come back to the beginning of the round. What might I not be doing right?

This is a lovely dress and I'm looking forward to knitting this up. I studied the pattern well and I think I would be confident at work this.

Can I get a little clarification for row 18 please. The pattern calls for a yarn over increase at the back and front only, increasing the row by 4 each time. How does this work? As in, where do I work the yarn over increases? Of course, it might fall into place easily once I begin work and come to this row.

I have made a correction to that part of the pattern. Hopefully this will make it easier to understand. Please let me know if you still have trouble with it.
The lace pattern is worked on 5 sts and 4 rounds. You can make the following list for yourself and cross off each round after you made it:
Round 1 – lace pattern round 1
Round 2 – lace pattern round 2
Round 3 – lace pattern round 3
Round 4 – lace pattern round 4
Round 5 – lace pattern round 1
Round 6 - lace pattern round 2
Round 7 – lace pattern round 3
Round 8 - lace pattern round 4, etc.
