Free Knitting and Crochet Patterns from Elaine Phillips

I have started the skirt two times but wind up getting more stitches. I have started a swatch of 15 stitches and after2 sets of knitting the lace I now have 18 stitches....what am I doing wrong. Am about to tear it out and start something else.
