I had the same issue but not as extreme as yours. I eliminated two of the rounds on the top before I started the straight down rows. That helped however due to the stretching of cotton thread it was still a little big so I put in some eyelet row for lacing ribbon through so I could use the ribbon to pull up and adjust the circumstance for the head.
