How did you do row 7. Are those chains if so how many or is it slip stitch. I can't figure that out

I too am thinking there needs to be chain stitches and how many. It shows the v stitch between clusters but there has to be a big enough for arms to go through? Were you successful at figuring out this part?

You have to chain 7, skip over the 5 shells, then attach and continue. It fits the American Doll perfectly.
